Is it possible to get genital herpes/warts without havin sex?

I’ve had a line of red bumps goin all the way around the bottom of the head of my penis for about 4 or 5 years and it hasn’t gotten better or worse. I’ve had them before I’ve had sex so I’m not sure if there genitale herpes or warts. On the top there red but on the bottom they start being white and they sorta look like white heads. I don’t know any one who has it or if someone does I’ve never been close enough to get it. I was wondering if I could get them from masturbating too much or anything like that?

You must have dad a close contact with someone else. masturbation has nothing to do with this unless you don’t wash your hands properly

You could have common "PPP" or scientifically known as "Hirsuties papillaris genitalis"

    refer to this link: http://en.wikipedia.org/wiki/Hirsuties_papillaris_genitalis

To answer your question though, it is possible to get herpes w/o having full on sex.

An example would be if someone had a cold sore on their mouth. If they had oral contact with the other person’s genitals, it could develop into genital herpes for the other person.

About one-fifth of all people aged 12 and up in the U.S. are infected with the HSV-2 virus that causes genital herpes, but as many as 90% don’t know it. (By comparison, experts estimate 50% to 80% of adults have oral herpes.) More women than men are infected one in four women compared with one in five men. One reason may be that the virus can infect a woman’s genitals more easily than it can a man’s. With temptation and infidelity being at all time highs; it is never a good idea to “assume” when it comes to your health. Getting STD tested regularly and especially prior to engaging in sexual intercourse with a new partner are necessary to building an awareness to yourself and your partner that you take your health seriously, and if they want have or continue to have a relationship with you, that they should do the same.

You can get an STD from many forms of sex including oral. That sounds like HPV warts. If they were herpes they would have turned into a sore by now. You can got to your general doctor and let him take a look. If it is warts they can treat it with a cream or freeze removal. Its better to find out then live with the stress. Good luck. Oh and no you can not get it a STD from masturbating.
