Can someone transmit genital warts if they have been better for a long time?
If a new partner tells me they had genital warts 20 years ago and no problems since, I don’t need to be concerned for my own health, do I? It’s not as if people carry a transmissible, unexpressed virus I might get….right?

If its been 20 years and no problems, than its gone.

did thy say genital warts or HPV? becuase hpv doesnt necessarily mean warts although it may cause them. anyway, im not sure if you are a man or woman, if you are a man concernd about a woman whose had hpv in the past, ask her if her pap smears come out normal because if so her body fought off the disease [although the body still carries the antibodies kinda like chickenpox---donst mean you have chicken pox forever and can transmit it.] if you are a woman dealin with a man that had hpv, the virus is foguth off in 2 yrs so most likely this person is no longer infected. you mite have had hpv already…there are many diff types, once your body cures a certain type you cant catch it again. its so common infected 80% of women a a point in their life and 50+% of men and women combined.
